This proposed project is an approximately 800-kilometre natural gas pipeline running from northeast B.C. (near Chetwynd) to Pearse Island, the site of the proposed Ksi Lisims LNG facility. The pipeline route would include both terrestrial and marine sections and would have a capacity of 2-3.6 billion cubic feet per day (Bcf/day).
Primary permits for this project were issued in 2015 and have been maintained through extension applications by the proponent. The original pipeline route terminated at a now-cancelled LNG export facility on Lelu Island. Applications to amend BCER permits for the route changes to the marine route and eastern end of the line have been filed. The project was deemed substantially started by the Environmental Assessment Office on June 5, 2025.
Compliance and Enforcement
Throughout construction and the project lifecycle, the BCER conducts regular inspections to verify compliance with regulatory requirements. Primary Project Permits
Permits for natural gas pipelines, LNG facilities, renewable (wind and solar), and transmission line projects are required before construction can start. Applications go through a thorough permitting process, described in our Review Applications page. Approvals, issued under the Energy Resource Activities Act (ERAA), contain specific conditions and requirements that proponents must meet to be in compliance with BCER permits.
