Form M1 - Notification of a Full-Scale Exercise for a Facility/Pipeline Start-Up/Modification
A full-scale exercise is required prior to start-up for any of the following: A processing facility, an LNG facility, a petroleum or natural gas pipeline that is not part of a gathering system or fuel gas system, or any other facility, pipeline or equipment that is specified in EMR 4.1(3). The notification must be sent to emp@bc-er.ca. Minimum 30 days' notice is required.

Form M2 - Notification of ERP Review Meeting
The drilling crew and company representatives on a drilling site must be familiarized with the Drilling and Completions ERP. An ERP Review Meeting is required before surface casing is set for the first well on any multi-well pad. If the rig crew for subsequent wells on a specific pad site is different, or if a new drilling and completions ERP has been submitted for a well or well pad site, a subsequent meeting is required. The notification must be sent by email to emp@bc-er.ca. Minimum 2 business days' notice is required.

The BCER's Incident Command System Response Guides below are intended to support permit holders effectively manage incidents by outlining key emergency response roles, response coordination tools and exercise planning.

Wildfire Updates and Resources

Permit holders should monitor provincial wildfire information and mapping to determine whether their assets may be affected. Wildfire information can change quickly and should be used together with direct operational awareness and emergency response procedures.

If assets are affected, contact the BCER’s Emergency Management team at emp@bc-er.ca for more information. If staff at a facility become aware of a new fire nearby, report it directly to BC Wildfire Service at 1-800-663-5555.

Flood Updates and River Forecast Resources

Permit holders should monitor flood and river forecast information when high water, flooding or related hazards may affect access, operations or facility status.

Reporting Facility Status During an Emergency

Permit holders must report the status of affected locations to the Ministry of Emergency Management and Climate Readiness (EMCR) when a natural disaster or emergency threatens a facility and requires evacuation, shut-in or other operational changes.

To report facility status, contact EMCR’s 24-hour reporting line at 1-800-663-3456.

Permit holders should provide the facility name, identification, location and current status, including whether the facility has been shut in. Reports should also identify any hazardous products and the amounts remaining on site to support first responder safety.
