The proposed project is located at Bish Cove, near Kitimat, on land leased through a benefit agreement with the Haisla Nation. The facility could have an export capacity of up to 18 million tonnes per annum (mtpa) of LNG from three LNG processing units (called “trains”).
Compliance and Enforcement
Throughout construction and the project lifecycle, the BCER conducts regular inspections to verify compliance with regulatory requirements. Inspection frequency depends on the pace and type of construction or operational activity occurring at the time. Project-specific inspection records are available here. Additional Compliance and Enforcement documents are available here.

Primary Project Permits
Permits for natural gas pipelines, LNG facilities, renewable (wind and solar), and transmission line projects are required before construction can start. Applications go through a thorough permitting process, described in our Review Applications page. Approvals, issued under the Energy Resource Activities Act (ERAA), contain specific conditions and requirements that proponents must meet to be in compliance with BCER permits.
