To support a more efficient process for minor well facility changes, the BC Energy Regulator (BCER) is introducing a notification permission that allows permit holders to equip additional wells in situations where an amendment is not required. This enhancement supports administrative efficiency while maintaining the BCER’s commitment to safety and environmental protection.

Effective Dec. 1, 2025, a notification permission is being included in all new well facility permits, extensions and amendments. This permission provides permit holders a way to notify the BCER when equipping additional wells at approved well facilities in cases where an amendment is not required.
When a well facility permit includes the notification permission, permit holders may use the notification process for equipping additional wells for production, provided they meet the criteria for notification.
Notifications must be submitted through e-Submission, and only after the notification permission has been added to the applicable well facility permit.
If the well facility permit does not include the notification permission, or if the proposed change does not meet the criteria for notification, permit holders must submit an amendment application.
The Energy Resource Activity Operations Manual, Energy Resource Activity Application Manual and eSubmission User Guide will be updated to reflect this new process and outline the criteria for notification.
