The BC Energy Regulator (BCER) has published Draft Proposal: Interim Guidance for Renewable Energy Permit Applications ("interim guidance") as part of our mandate to build effective regulatory frameworks that accelerate permitting decisions and support British Columbia’s transition to low-carbon energy. This interim guidance provides proponents with greater clarity and early direction as they prepare renewable energy project applications for streamlined projects under the Renewable Energy Projects (Streamlined Permitting) Act. The Provincial Government has indicated its intent to prescribe wind and solar projects as Level 3 Streamlined Projects. If that occurs, the full life cycle of these projects would fall under the BCER’s regulatory oversight, as authorized by the Energy Resource Activities Act (ERAA).
A final version of the guidance will be released following the establishment of the applicable regulations, expected in spring 2026. The final guidance will be informed by feedback received through ongoing engagement during development of the renewable energy regulatory framework.
This interim guidance reflects the Proposed Regulatory Policies for Renewable Energy Projects discussion paper and supports consistent, efficient application preparation during this transition period.
This interim guidance should be used as a reference for applications during the transition period. It does not represent the BCER’s final regulatory requirements or expectations.
