Responsibility for Waste Discharge Authorizations for Oilfield Waste Management Facilities is transferring to the BC Energy Regulator.

The BC Energy Regulator (BCER) is providing notice that administrative authority for Waste Discharge Authorizations for Oilfield Waste Management Facilities (OWMFs) is being transferred from the Ministry of Environment and Parks to the BCER.

This change is part of a broader suite of updates to support efficient and transparent natural resource permitting, while ensuring appropriate and effective oversight.

This transfer will take place in phases, beginning with authorizations that do not have active amendments underway. The transition is expected to begin in June 2026.

Once an authorization has been transferred, the BCER will become the primary point of contact for all regulatory matters related to these Waste Discharge Authorizations, including:

  • Compliance and reporting requirements
  • Operational inquiries
  • Amendment applications and related requests
  • New permits / approval applications

Authorization holders will be contacted directly as their specific authorizations are transitioned.
