Updates to the Energy Resource Activity Operations Manual clarify Notice of Intent options and support timely, responsive pipeline repair work.

The BC Energy Regulator (BCER) has updated Section 11: Pipelines of the Energy Resource Activity Operations Manual (PDF). The updates clarify the available Notice of Intent (NOI) types for pipeline activities and better define when each NOI type should be used.
The revised NOI structure improves consistency, reduces ambiguity for permit holders and supports faster, more responsive repair methods where appropriate. By organizing NOIs into more distinct categories, the updates help permit holders identify the correct submission pathway and better understand the information and expectations associated with each NOI type.
These changes are part of ongoing efforts to improve guidance for pipeline operations, support strong compliance oversight, and provide clearer direction for pipeline repair work carried out under existing permits to help protect the public and the environment.
Permit holders should review the updated Section 11: Pipelines content in the Energy Resource Activity Operations Manual (PDF) and ensure future NOI submissions align with the revised categories and expectations.
