DATE ISSUED: Jan. 29, 2026
EFFECTIVE DATE: Immediately, rolled out in phases
The BC Energy Regulator (BCER) is introducing a new First Nation Incident Notification capability within the Compliance Management Information System (CMIS). This capability supports the BCER’s commitment to meaningful partnerships with First Nations Peoples and a safe, responsible energy sector by improving how incident information is shared with First Nations whose territories may be affected by energy-related incidents.
CMIS is the BCER’s online compliance system and supports the reporting and management of incidents within the BCER’s jurisdiction. The First Nations Incident Notification capability enables participating First Nations to receive notifications of incidents that occur in their consultation areas. Notifications will include key incident details such as the date, time, location and a description of the incident.
The First Nations Incident Notification capability further strengthens incident notification processes by modernizing how information is managed and shared. It is intended to improve the consistency, transparency and timeliness of incident information and will be implemented in a phased approach, coordinated through the BCER First Nations Relations team.
Permit holders should ensure the accuracy and completeness of incident information submitted in CMIS to prepare for this change, as incident details will be shared to support effective incident communication. The CMIS User Guide will be updated when the changes come into effect.
