The BCER will recover the costs associated with the regulatory oversight of renewable energy projects through fees and levies beginning in 2026/27. In the interim, we are able to recover costs arising from April 2024 to June 2026 by issuing certificates.

The BC Energy Regulator (BCER) is self-funded through the application of industry fees and levies and has begun issuing certificates – on an interim basis – to recover costs associated with the regulatory oversight of renewable energy projects.
The BCER is responsible for regulating land-based renewable energy projects. Centralizing this work within the BCER creates a coordinated, “one-window” regulatory approach providing a clearer and more predictable path for project review. When applicants combine all necessary requests for natural resource authorizations into a “bundled application”, this model reduces duplication across agencies and supports timely, transparent processes integrating environmental, technical, and First Nations considerations.
The Renewable Energy Projects (Streamlined Permitting) Act authorizes the BCER to issue certificates to proponents of renewable energy projects to recover costs, prior to establishing specified fees and levies for 2026/27.
