The BC Energy Regulator (BCER) is reviewing its cost recovery framework to support fair, consistent and transparent regulation. This work supports the BCER’s commitment to clear requirements, modern regulatory approaches and consistent, transparent decision-making.

The BCER is a Crown corporation that operates on a cost recovery model, funded through industry levies and fees established in regulation. The BCER’s fees and levies are currently established in the Fee, Levy and Security Regulation (FLSR) and the Renewable Energy Projects Regulation (REPR).

2026–27 Annual Review of Fees and Levies

The BCER reviews its fees and levies annually to ensure that appropriate cost recovery is in place for regulatory oversight. The annual review may result in changes to the fees and levies paid by permit holders.

Cost Recovery Improvement Project

In June 2026, the BCER initiated a multi-year review focused on its overall cost recovery program. This work will assess the effectiveness of the current approach and identify opportunities for improvement. Engagement on the cost recovery program will focus on several key topics over time. The initiative will be subject to phased engagement through to fall 2027, including feedback on the BCER’s policy intentions.
