Updates to the Compliance Management Information System (CM-IS) will change how inspection outcomes are recorded and communicated.
DATE ISSUED: May 30, 2025
EFFECTIVE DATE: Immediately
The BC Energy Regulator (BCER) employs rigorous compliance and enforcement procedures to ensure energy resource activities are undertaken in a manner that protects public safety and safeguards the environment.
The BCER CM-IS system is an online application that supports several compliance functions, including inspections and non-compliance management.
As part of our ongoing commitment to transparency and accuracy, we are updating the way inspection outcomes are recorded and communicated in the CM-IS. The status previously labeled as “In Compliance” will now be recorded as “Inspected”.
Why the change in terminology?
- The term “Inspected” more accurately reflects the fact that an inspection was conducted and observations were documented at the time of the visit. It does not imply a blanket approval or permanent state of compliance.
- Inspection results can be used for follow-up, trend analysis, risk assessment or enforcement, without implying there were no concerns when the status reads “In Compliance”.
- This change aligns with our transparency goal where inspection records are factual and representative of real-time conditions. It also enhances the utility and accuracy of inspection data.
Inspection findings will continue to be thoroughly documented through field notes in the CM-IS, including what was inspected and general site conditions, where applicable.
