Enhancements are being made to the Application Management System (AMS) to streamline submission workflow processes for hydrogen manufacturing facility applications.

Effective May 20, 2026, the BC Energy Regulator (BCER) will introduce enhancements to the Application Management System (AMS) to streamline submission workflow processes for Class 1, Class 2 and Class 3 hydrogen manufacturing facility applications.

These updates offer greater clarity for hydrogen energy operators and are part of the BCER’s goal of improving processes and user experience.

This release introduces a mandatory data field for the Maximum Aggregate Weight of Hydrogen at Operating Area of Facility (tonnes) in hydrogen manufacturing facility applications. This value, together with the Production Capacity (tonnes/year) determines the facility classification and corresponding application requirements.

Once entered and saved, the AMS will automatically assign the facility class and update the application requirements according to the following thresholds:

An AMS May 2026 Release Guide outlining these changes will be available on the BCER’s Application Management System webpage. In addition, the Hydrogen Facility Application & Operations Manual and other guidance documents will be updated to reflect these changes in the near future.
