The BC Energy Regulator (BCER) has updated its submission system to improve clarity, consistency, and efficiency in site assessment reporting, supporting more timely application review timelines. The changes will also help users navigate regulatory requirements and prepare clearer, more streamlined submission content.

The updated online submission portal aligns with the Dormancy and Shutdown Regulation and supports the timely restoration of inactive energy sites, helping protect ecosystems and communities.
- This current release updates the Site Assessment Form – Remediation Complete and Site Assessment Form – Remediation Incomplete and replaces the Certificate of Restoration – Part I and Dormancy and Shutdown Assessment Forms.
- These enhancements include dormancy related submissions for facility and pipelines, as stand-alone submissions or in combination with associated well locations.
The Site Assessment Form has been updated to collect meaningful data for the BCER, industry, First Nations and the public. Standardized reporting will improve consistency in the format and content of submissions and allow for more efficient review and tracking of information required to make decisions. It will also provide supporting data for the management of dormant sites, liabilities and surface tenures.
System Enhancements for the Restoration Assessment Form (formerly Certificate of Restoration – Part II) will follow in the near future.
