The British Columbia Energy Regulator (BCER) has issued an order to LNG Canada related to instances of non-compliance during flaring.

The BC Energy Regulator (BCER) has issued an order to LNG Canada to address instances of black smoke emissions during flaring at the site. Instances of non-compliance with the permit condition related to black smoke were identified during inspections by BCER safety and compliance staff.

The order requires LNG Canada to:

  • Report all instances of black smoke that exceed 15 minutes in duration and to identify the timing and reasons for the flaring that resulted in the black smoke,
  • Submit a report by a Qualified Professional that identifies the root causes of the black smoke and measures to prevent the emission of black smoke,
  • Implement measures to prevent further emission of black smoke, and
  • Provide monthly reporting completed by a Qualified Professional that assesses the effectiveness of the measures being implemented.

Submitted reports will be reviewed by BCER experts to ensure measures are in place to prevent further emission of black smoke. The order is posted on the BCER’s website.

Black smoke results when fuel is not being completely burned. Air quality readings in the Kitimat area have not indicated flaring is causing an immediate or imminent risk to public safety or the environment. This order is part of the strong oversight the BCER is providing for this project, ensuring that steps are being taken to address flaring issues to prevent further emission of black smoke and compliance with permit conditions.
